At the start of this year, autonomous vehicle legislation in the U.S. and elsewhere in the world seemed to be progressing quickly toward a point where automakers could not only more easily test their vehicles on the road but also begin to allow that autonomous vehicle technology to enter into the hands of the general public.

But since then, autonomous vehicle legislation seems to have stalled, with legislators questioning proposed regulation and both consumer and safety groups questioning how safe autonomous vehicle technology really is.
